The paper is white with black printed text and is headed Longside Parish. Mr John Brown's name is handwritten beneath this and also, Mintlaw. The remaining text details the assessment. 'To Assessment for Relief of Poor of Said Parish, School Rate, and Registration Rate, for Year ending at Whitsunday, 1900'. There is a section for owners and one for tenants. The latter section is filled in and the total due is 14/1d. The form is signed Alex,. Wedderburn and is dated 21/12/99.
Historically, both poor relief and education had come under the control of the Church in the form of the kirk sessions. The system was outdated and in the nineteenth century attempts were made to make the collection and distribution of funds more effective. The Poor Law Act of 1845 and the Education Act of 1872 tried, amongst other things, to reorganize and put in place methods for funding the scheme. Assessment was made on the ability of householders and tenants in a parish to contribute financially, via a rating system, towards providing education and poor relief.
